[Priroda] Add print command for single-local info Add a `print` command that shows information for one MIR local by number. Unlike `locals`, this command does not build the full locals table or iterate over `var_debug_info`. This keeps the command targeted and cheap, but means the output only includes MIR-local information such as id, type, and runtime state. It does not include source names or other debug-info-derived metadata, since that would require scanning `var_debug_info`.
