[triagebot] Create `debugger_visualizer` assign group

Also adds myself to both `debuginfo` and `debugger_visualizer`.

Those maybe could both be the same group, but the codegen and the visualizers are sufficiently different skillsets to justify it probably? In any case, I didn't want to step on @davidtwco's toes by changing behavior out from under them

cc @Mark-Simulacrum you were already assigned these due to the blanket `/src/etc`, this just rearranges the furniture so I can be assigned to the visualizer scripts too 😄
